The Tri-Base Area Construction Basic Ordering Agreement (BOA) is a standing solicitation issued by the U.S. Department of Defense to establish a pool of qualified contractors for a broad range of construction, renovation, alteration, and repair services at three RAF bases in Suffolk, United Kingdom: RAF Mildenhall, RAF Lakenheath, and RAF Feltwell. This BOA facilitates ordering construction work via task orders over its term, which extends through April 2029. The solicitation encourages applications from both general contractors experienced in facility modernization and specialty trade contractors skilled in asphalt, concrete paving, and commercial roofing. The agreement streamlines the procurement process, allowing contractors who meet set qualifications and standards to be considered for project opportunities as they arise, rather than through separate competitive solicitations for each task. Key contract details include adherence to comprehensive base standards documents for each site, which prescribe technical, design, environmental, fire protection, anti-terrorism, and engineering requirements aligned with U.S. and UK regulations. Contractors must comply with rigorous application and evaluation procedures, including valid SAM registration, UK Construction Industry Scheme licensing, demonstrated past performance on similar RAF projects, and appropriate architect-engineer qualifications where applicable. Amendments to the BOA have updated clauses, application instructions, and contact information to reflect regulatory changes up to March 2026. Applications are accepted on a rolling basis, reviewed by the 48th Civil Engineer Squadron Contracting Office, with single contracting officers having authority to issue Task Orders. This arrangement fosters a prepared, vetted construction contractor base ready to efficiently support ongoing and emergent infrastructure needs across the three RAF bases.
