DOER PON-ENE-2027-010 Municipal Decarbonization Planning Assistance Program Opportunity Notice
Solicitation # BD-27-1041-ENE01-ENE01-134514
The Massachusetts Department of Energy Resources (DOER) has issued solicitation BD-27-1041-ENE01-ENE01-134514, titled the Municipal Decarbonization Planning Assistance Program. This grant program provides eligible municipalities with professional assistance to develop Municipal Decarbonization Roadmaps aligned with the Climate Leaders Municipal Decarbonization Commitment and Roadmap Guidance. The primary objective is to help municipalities establish greenhouse gas emissions baselines and create a strategic pathway to eliminate on-site fossil fuel use from municipal operations by 2050. The scope of work covers municipal buildings, applicable school facilities, and vehicle fleets, offering two levels of support: Task 1 for desktop analysis or Task 2 for comprehensive facility condition assessments, which include walk-throughs of buildings representing approximately 80 percent of the municipality's emissions. Applications are evaluated based on the municipality's progress toward meeting six Climate Leader Community requirements, regional geographic distribution, and the completeness of the submission. To apply, municipalities must submit a grant application, a certification signed by their Chief Executive Officer, and supporting documentation regarding energy committees and zero-emission policies. The program features a rolling application cycle with multiple deadlines spanning from February 2027 through August 2029. Successful applicants will be assigned a contractor selected by DOER to execute the planning process. Administrative oversight and procurement activities are managed through the COMMBUYS portal, with Ted Dobbin serving as the primary point of contact.

Air Force Instruction (AFI) 48-144, Drinking Water Surveillance Program, dictates Bioenvironmental Engineering oversees drinking water surveillance for Air Force-owned drinking water systems. The current Final Governing Standards for the United Kingdom (FGS-UK) outlines drinking water sampling requirements for United States Visiting Forces in the United Kingdom (USVF-UK). Consequently, there is a new need to outline laboratory and analysis support for drinking water surveillance across United States Air Force military installations in the United Kingdom. The 48th Fighter Wing, 100th Air Refueling Wing, and 501st Combat Support Wing is required to ensure safe and potable water via sampling and surveillance in accordance with the current FGS-UK. Manpower to receiving sampling kits, collect samples, and return to an assigned laboratory is readily available. What is not readily available are sampling kits, laboratory equipment and technical expertise to analyze the samples. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that laboratory analysis services are performed for each customer in a manner that will promote USVF-UK's ability to ensure safe, potable water is provided to base patrons. Base Year: 30 Sep 2022 - 29 Sep 2023 If this requirement is unfulfilled, USVF-UK risks provide unsafe drinking water to United States & United Kingdom service members & employees on RAF Lakenheath, RAF Mildenhall, RAF Feltwell, RAF Croughton, and RAF Alconbury, and subordinate geographically seperated units. The initial strategy was to procure the requirement through the existing ESC II IDIQ; however, 5 of the 6 contractors declined to submit a proposal. Therefore, 48 CONS pursued market research on the open market, local market, and GSA. The Contractor shall provide sampling kits by the 15th of the month prior the decided/directed month of sampling to each USVF-UK organization including RAF Lakenheath, RAF Alconbury and RAF Croughton. Sampling kits shall be provided to applicable USVF-UK organizations through a shipping and delivery service. Costs associated with shipping kits to USVF-UK offices shall be included in the contract line item price. The Contractor shall provide USVF-UK organizations with the results of the drinking water laboratory analysis in accordance with methods outlined in the PWS. The Contractor shall provide USVF-UK organizations with a comprehensive list of sampling results (analyte, date collected, date analyzed, analysis method, limit of detection, result, and unit) no later than 15 February each year. The Contractor shall maintain and provide USVF-UK organizations a copy of certifications/accreditations to conduct laboratory analysis for analytes and/or testing parameters outlined in the PWS. The required Drinking Water Surveillance meets the definitions of FAR Part 2 in terms of a commercial service, which can be acquired using the streamlined acquisition procedures under FAR Part 12 and 13. Current RFQ is posted on General Services Administration (GSA) Website under the following RFQ ID 1590184 link: https://www.ebuy.gsa.gov/ebuy/buyer/rfq-detail/RFQ1590184?qc=13

Solicitation # FA558724R0003
The Tri-Base Area Construction Basic Ordering Agreement (BOA), solicitation FA558724R00070004, is a negotiated instrument between the United States Air Force and qualified contractors to provide a broad range of construction, renovation, alteration, and modernization services. The work is performed at RAF Mildenhall, RAF Lakenheath, and RAF Feltwell in the United Kingdom. This agreement functions as a foundational understanding that allows the government to issue individual task orders for specific projects, with order values ranging from a minimum of 2,000 USD to a maximum of 10,000,000 USD per order. All task orders are priced and paid in British Pound Sterling (GBP) on a firm-fixed-price basis. The current term of the agreement extends through April 27, 2029. To qualify for the BOA, contractors must pass mandatory gates, including active SAM registration and valid licensing under the UK Construction Industry Scheme (CIS). Qualified contractors are placed into pools based on past performance, specifically requiring the completion of at least three separate construction contracts valued over 250,000 GBP each on an RAF base. Future task orders are awarded competitively based on either the lowest priced offer or the lowest priced technically acceptable proposal. Contractors must adhere to strict technical and aesthetic base standards for each installation and maintain a comprehensive Quality Control Program. Additionally, all local national employees must undergo Host Agency Check (HAC) vetting to obtain necessary installation access.
