Solicitation # FD20302700073

This effort is a Sources Sought Synopsis under FAR Part 10 and is not a solicitation or guarantee of contract award; no funds are currently available, and the government does not intend to award a contract based on responses. The requirement seeks vendors capable of end-to-end production including component procurement, inspection, testing, packaging, shipping, and management of supply chain challenges such as diminishing manufacturing sources and long-lead material sourcing. Nonrecurring engineering costs associated with qualification as an approved source may also be required. The North American Industry Classification System code is 336412, with a size standard of 1,500 employees, and the government is actively encouraging participation from all types of businesses, including small businesses, 8(a) firms, service-disabled veteran-owned small businesses, HUBZone businesses, and women-owned small businesses. Responses must be submitted through the designated Interested Vendors button on the SAM.gov portal by the deadline of July 28, 2026, at 4:59 AM Central Standard Time. All communication regarding this market research must be directed to the workflow email address [email hidden]. The place of performance is Tinker Air Force Base, Oklahoma, and the government may consider splitting the requirement by airframe to enhance competition. This effort is purely for information gathering to inform future acquisition strategy decisions.

The following 3 paragraphs are applicable to ONLY the FMS portion of this procurement. NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSAFMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, arnot covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), thessame assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no neefor these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \
