The County of Bucks, Pennsylvania, is seeking proposals from qualified organizations to provide Program Delivery and General Contracting Services for its CDBG-DR funded Hurricane Ida Housing Recovery Program (Spec No: 39-09/26). The initiative provides critical owner-occupied housing rehabilitation, structural resiliency enhancements, and hazard mitigation improvements designed for low- and moderate-income homeowners impacted by the storm.
Applicants may submit proposals for Component A, Component B, or a combined submission covering both components. Component A focuses on community outreach, bilingual marketing, intake processing, income and ownership eligibility verifications, Duplication of Benefits analysis, and environmental review coordination. Component B addresses construction management, including initial damage assessments, detailed scope of work and specification development, general contractor procurement, on-site supervision, progress inspections, and project closeouts.
This project is financed in whole or in part through a U.S. Department of Housing and Urban Development (HUD) CDBG-Disaster Recovery (CDBR-DR) grant. Applicable federal and state statutory requirements apply, including 2 CFR Part 200. Bidders are advised that Pennsylvania Prevailing Wage Rates will apply to applicable construction portions of this contract as set forth in the RFP. Eligible costs must be incurred by March 23, 2028, unless otherwise extended by DCED.
Performance and Payment Bonds in the amount of 100% of the applicable contract amount may be required depending upon the contract structure awarded.
