Solicitation Number HSCG85-14-Q-P45D05 was issued by the Department of Homeland Security, specifically the U.S. Coast Guard Surface Forces Logistics Center in Norfolk, Virginia, for the drydocking, dockside repairs, and alterations of the USCGC OBION (WLR-65503) and its accompanying 100-foot barge. This small business set-aside project, categorized under NAICS code 336611, involves a comprehensive scope of work including hull plating ultrasonic testing, void leak tests, propulsion shafting alignment, and cathodic protection renewal. The technical requirements encompass 51 specific work items and a detailed pricing schedule consisting of both definite and optional CLIN items for the FY2014 availability. The procurement process included several amendments to refine evaluation criteria and submission timelines. Amendment A00001 introduced foreseeable cost factors related to shipyard location, such as transportation and per diem, and established an evaluation priority that favored past performance over price. To accommodate these changes and ensure competitive bidding, Amendment A00002 extended the final quote submission deadline to May 27, 2014, at 10:00 a.m. E.S.T. Contractor qualification was further validated through a formal Past Performance Questionnaire assessing quality, schedule, cost control, and management capabilities.
