This contract solicitation, W911S6-26-R-A001, seeks comprehensive Environmental Support Services at Dugway Proving Ground (DPG), focusing on the operation and management of the Central Hazardous Waste Storage Facility (CHWSF) and associated waste streams. The contractor is responsible for providing all necessary personnel, equipment, and materials to ensure regulatory compliance under permits governing hazardous waste, air quality, and landfill operations. Key tasks include facility operations and inspections, regulatory reporting under RCRA and the Clean Air Act, groundwater monitoring, underground storage tank compliance, and hazardous waste training. The acquisition is a total small business set-aside under NAICS code 562112, utilizing a firm-fixed-price contract structure with a period of performance up to 66 months, including one month for phase-in, one base year, and four option years. The source selection method is Lowest Price Technically Acceptable (LPTA). Amendment 0003 extends the deadline for submitting questions to May 13, 2026, and incorporates crucial updates and clarifications. These include refined qualification requirements for the Alternate Project/Site Manager, corrections and additions to the Performance Work Statement (PWS) and Performance Requirements Summary (PRS), and updates to air program management related to Title V Permit activities. The amendment also integrates new FAR clauses addressing diversity, equity, and inclusion discrimination and adds official government responses to industry questions. Supporting documents appended include site visit materials, cybersecurity compliance guidelines aligned with CMMC requirements, and corrections to past solicitation attachments. Despite a system error showing deletion of certain FAR clauses, those remain effective. Offerors must acknowledge receipt of all amendments via signed Standard Form 30 submissions with their proposals due by May 26, 2026. A site visit was scheduled for May 4, 2026, to familiarize offerors with the facility and conditions. Throughout the process, all other original terms, conditions, and deadlines remain unchanged.
