DW-26-08-RFQ Civil Engineering Services

The Los Angeles Community College District is conducting a two-step procurement process to establish a Multiple Award Task Order Contract (MATOC) for district-wide civil engineering services. The first step involves a Request for Qualifications (RFQ) to create a prequalified bench of highly qualified consulting firms. Once the MATOC is awarded, the District will issue subsequent Request for Task Order Proposals (RFTOP) for specific projects. The total combined funding authority for all contracts awarded under this solicitation is not to exceed $6,000,000. The contract term consists of a three-year base period with two optional one-year extensions. The scope of work encompasses comprehensive engineering and design services, including site work, infrastructure, storm water, paving, landscaping, utilities, and ADA compliance, as well as construction phase services such as field observations, RFI responses, and final inspection reports. Applicants are evaluated based on project staff expertise and project experience, with significant scoring opportunities available for firms certified through the Community Economic Development (CED) program as Local, Small, Emerging, or Disabled Veteran-Owned businesses. Compliance with the Build-LACCD Vendor Code of Conduct, the Levine Act, and various non-discrimination and non-collusion declarations is mandatory. All submissions must be made through the PlanetBids online vendor portal, with the final deadline for Statements of Qualifications set for October 15, 2026.
