Solicitation W912PF26QA010 is a firm-fixed-price, non-personal service contract to provide dynamic robotic targetry for a U.S. Army Command Field Exercise (CFX) during African Lion 2026. The performance will take place at the Tan Tan Training Area near Agadir, Morocco, with a primary operational window from April 24, 2026, to May 8, 2026, although some logistics activities begin as early as January 31, 2026. The contractor is responsible for the transport, installation, operation, maintenance, and disassembly of two robotic vehicle targets and eight infantry targets across two separate live fire ranges. The contractor must provide dedicated Field Service Representatives (FSRs) to coordinate with primary instructors and ensure training objectives are met. Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology, with technical capability and past performance weighted more heavily than price. Technical evaluation is pass/fail, focusing on SAM.gov registration, a realistic mobilization schedule, and detailed technical specifications for the targetry. Administrative requirements include mandatory invoicing through Wide Area WorkFlow (WAWF) and strict adherence to MIL-STD-130 and MIL-STD-129 for item marking and shipment labeling. The contract incorporates extensive FAR and DFARS clauses regarding cybersecurity, supply chain security, and compliance with local Moroccan labor and environmental laws.
