Full Description

The Air Force is interested in the measurement of high frequency loads on small store models inside and near weapons bay cavities in a wind tunnel. The flow environment can be very dynamic because of the presence of an unsteady shear layer outside of the weapons bay cavity. There is interest in measuring those loads at a high frequency in order to determine the time-dependent response of the model at a given freestream condition. Wind tunnel testing of aerodynamic models is typically accomplished by using a 6-component internal strain-gauge balance; however, current balances are not capable of resolving the loads at frequencies of interest because of the structural vibrations of the system, physical limitation of strain-gage output capability, and/or other potential limitations. Although wind tunnel balances are usually stiff, because of the model support requirements and other elements, it can be difficult to avoid oscillatory movements of the model resulting from the dynamic nature of the flow environment. Those vibrations induce inertial forces and moments on the balance and model and can have a negative impact on the accuracy of the measurements. The natural frequency of the model, balance, and sting may be in the same or lower frequency range as the loads of interest, making it difficult to separate the aerodynamic loads from the structural vibrational loads measured by the balance. The primary interest is in measuring the loads on a store model inside and outside of a weapons bay in a wind tunnel facility. The measurement system would notionally be applied to a 1/15th scale store model (approximately 5-10 inches long and 0.33 to 0.46 inches in diameter) in a 4x4 foot wind tunnel test section for two-body testing in which a store model can be remotely moved relative to a parent vehicle model. The system should measure dynamic loads on the store due in part to the oscillatory pressure (aero-acoustically driven) loads in the cavity and be able to resolve the amplitude and frequency of those loads over a short measurement period. The model/measurement system/sting frequency response must be distinctly separate from the aerodynamic frequencies of interest and the aerodynamic loads of interest must be able to be adequately resolved. This is a Request for Information (RFI) only, as defined in FAR 15.201(e), to obtain pricing, delivery, capabilities, and other market information for planning purposes. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service.

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.

Endless Forge
Solicitation # FA2394-26-R-B003
Endless Forge is a Manufacturing as a Service initiative led by the Air Force Research Laboratory Materials and Manufacturing Directorate to establish an adaptive, scalable, and resilient production network for the US industrial base. The program aims to shift from sequential value chains to regionalized production networks, enabling the Department of the Air Force to rapidly scale weapon systems based on battlefield performance. With a total estimated program cost of 149 million dollars and multiple awards anticipated, the solicitation focuses on two primary Areas of Interest: technology sprints to reduce risk in enabling technologies like digital certification and software-defined manufacturing, and a technology demonstration to validate the concept across domains such as space systems and autonomous platforms. This unrestricted solicitation, number FA2394-26-R-B003, utilizes a two-step process requiring a five-page white paper followed by a full proposal for selected offerors, with a response deadline of February 19, 2028. Anticipated contracts include Other Transaction for Prototype and Cost Plus Fixed Fee types, with a technical performance period of 33 months. Key requirements include strict adherence to security risk reviews for key personnel to mitigate foreign influence, compliance with NIST SP 800-171 and CMMC cybersecurity standards, and the use of the Wide Area Workflow system for invoicing. Deliverables encompass research and development data, scientific and technical reports, and hardware prototypes that must meet MIL-STD-130 unique item identification and MIL-STD-129 packaging standards.
