Dynamo Solar Commercial Floating Solar Use Permit (P22-00340-UP), Zone Change (P23-00181-ZC), and Variance (P23- 00268-VAR)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS-NAP-59899-R3 with Laketricity USA, Inc., represented by Saran Kumar Komari, for the Dynamo Solar Commercial Floating Solar Project. Pursuant to Fish and Game Code section 1602, the agreement authorizes specific work located on an unnamed ephemeral stream near 1515 Soscol Ferry Road in Napa County, California. The scope of work is strictly limited to horizontal directional drilling for a total length of 180 linear feet beneath the ephemeral drainage within the Caltrans Right-of-Way. Approved on October 22, 2025, the project was determined by the CDFW to have no significant environmental effects within its jurisdiction, based on the Lead Agency's Mitigated Negative Declaration. Approval is contingent upon the applicant adhering to specific mitigation measures established by the CDFW. The project is overseen by the Napa County Planning, Building, and Environmental Services Department as the Lead Agency, with the CDFW acting as the Responsible Agency.
