All platform interfaces, documentation, and support services must be fully bilingual, and the vendor is responsible for continuous content updates to reflect evolving technologies and retire outdated material. The contract is subject to multiple international and Canadian trade agreements, including CETA, CPTPP, WTO-AGP, and the Canadian Free Trade Agreement, ensuring open and fair competition among qualified suppliers. No physical delivery or packaging requirements apply, as services are delivered entirely in a digital format, and acceptance is determined by FCAC’s verification that all functional and quality requirements have been met. Submission of proposals is due by June 1, 2026, and the award will be made from the pre-qualified supply arrangement holders, though no evaluation weighting or award methodology is specified in the solicitation.
