E-Rate 30 – Network Licenses

The Anaheim Union High School District is soliciting proposals for the procurement of network licenses under solicitation number 2027-09. The scope of work requires the provision of specified network licenses with pricing options for one, three, and five-year terms. The selected contractor must be an authorized manufacturer's representative with a valid Service Provider Identification Number (SPIN) and FCC Registration Number (FRN). All work must be completed within thirty calendar days of the agreement's commencement, with eligible goods and services delivered no earlier than July 1, 2027, to align with the E-Rate funding year. Proposals must be submitted via the AUHSD Online Bidding Hub by November 23, 2026. The District will award the contract based on the overall best interest of the District, utilizing a 100-point evaluation scale that considers qualifications, past performance with public entities, and a demonstrable record of quality work. Mandatory requirements include the submission of a noncollusion declaration, certification of criminal records checks per California law, and adherence to FCC regulations regarding national security threats. Payment will be administered through the Federal E-Rate program, with a portion of the funds billed directly to USAC via FCC Form 474. Invoicing is restricted until the Funding Commitment Decision Letter is issued and FCC Form 486 is approved, with no reimbursements permitted before July 1 of the funding year. The contractor is required to maintain comprehensive insurance coverage, including a general aggregate limit of at least 6 million dollars and professional liability insurance of 1 million dollars per occurrence.
