The network is located in the eastern Great Lakes region and consists of fifteen real-time water level monitoring systems. The contractor will be responsible for emergency and unscheduled maintenance to systems and sensors to correct problems or to repair failures between regularly scheduled NOS preventative annual maintenance visits to the stations. The contractor shall provide all necessary vehicles, vessels, labor and tools that are not Government furnished equipment (GFE) for the installation and deployment of new sensors, to include safety equipment necessary to work on electronic equipment, install data collection platforms, sensors, both water level and meteorological, and equipment to climb towers. The anticipated Indefinite Delivery/Indefinite Quantity contract will have a 12-month base period with three 12-month option periods. Time-and-material task orders against the contract are anticipated. This requirement is for services for which the government intends to acquire under the guidelines of FAR Subpart 13.5, Test Program for Certain Commercial Items. NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
