The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed price purchase order with Chesapeake Mission Critical LLC for the maintenance of Eaton Uninterruptible Power Supply (UPS) systems over an initial one-year period, with options to extend for three additional years. This sole source acquisition is due to Chesapeake Mission Critical being the only authorized Eaton service provider in the NIST Gaithersburg area, ensuring specialized maintenance of the proprietary Eaton UPS units critical to the Biometrics Research Lab’s operations in buildings 222 and 225. The UPS systems support essential research by providing uninterrupted power to sensitive computing hardware, protecting against power interruptions that could cause significant operational disruptions, data loss, and failure to meet deliverables. Conducted under the authority of FAR 12.102(a) and 41 USC 1901, with NAICS code 811210 targeting electronic and precision equipment repair and maintenance, this acquisition recognizes the proprietary nature of Eaton’s UPS systems, which require certified servicing by authorized resellers only. Interested parties believing they can meet the requirements were invited to submit documentation demonstrating their capability by June 18, 2026. However, this notice is not a solicitation but a notice of intent, and any inquiries or responses were to be directed to the NIST Contract Specialist. The procurement underscores a critical need to maintain continuous power support for the biometrics research mission and its data infrastructure through reliable and authorized service.

Introduction
This is a notice of intent, not a request for a quotation.  A solicitation document will not be issued, and quotations will not be requested.

Purpose
The National Institute of Standards and Technology (NIST) intend to negotiate a firm-fixed priced purchase order on a sole source basis with Chesapeake Mission Critical LLC (UEI: MBEXDV8KCKM5), located at 6500 Virginia Manor Road Beltsville, MD 20705. The purchase order will specifically procure Eaton UPS Maintenance for a one-year base period with options for three additional years.

Authority
This acquisition is being conducted under the authority of FAR RFO Part 12.102(a) and 41 USC 1901 allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811210 – Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34.0 Million.

Description
The National Institute of Standards and Technology (NIST) Technology Test and Evaluation Division’s Biometrics Research Lab (BRL) requires annual preventive maintenance of the large Eaton UPS systems housed in the attic of NIST Gaithersburg buildings 222 & 225 to support the BRL’s research mission and power needs.

Sole Source Determination
The sole source determination is based on the following:

The existing UPS Systems were manufactured by Eaton. This system is critical to support NIST biometrics research, standards, and evaluations. NIST requires the use of large data sets for evaluations that can be stored on RAID arrays and shared between computer blades. The computer blade hardware needs to be powered by uninterrupted power supplies (UPS) with battery backup units to protect the hardware from power surges, brownouts, and power loss.

The UPS Systems are proprietary to their original equipment manufacturer, Eaton. Eaton does not directly service its products and instead trains authorized resellers to perform this work. Chesapeake Mission Critical is the only Eaton-authorized provider of service support in the NIST Gaithersburg region. No other service contractor is authorized to possess Eaton proprietary (copyrighted) software, repair documentation, processes or materials. Thus, Chesapeake Mission Critical is the only capable contractor for this requirement. The impact of not having these units serviced would halt all biometrics research if the units fail. This would result in failed deliverables to other agency partners, loss of data, loss of computer power, and loss of ability for Biometric Technologies Group staff to perform work due to no hardware resources.

Information for Interested Parties
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.

Any questions regarding this notice must be submitted in writing via email to Collin Randall, Contract Specialist, at Collin.Randall@nist.gov. All responses to this notice of intent must be submitted via email to Collin.Randall@nist.gov so that they are received no later than June 18, 2026, at 10:00 AM, Eastern Time.

Each response should include the following Business Information:

  1. Contractor Name, Address,
  2. Point of Contact Name, Phone Number, and Email address
  3. Contractor SAM Universal Entity Identifier (UEI)
  4. Contractor Business Classification (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have an active registration in www.SAM.gov.
  5. Capability Statement

70--INTERFACE UNIT,DATA, IN REPAIR/MODIFICATION OFThis procurement involves the acquisition of 13 units of a specific interface data unit classified under NSN 0R-7025-017061785-H1, with delivery terms FOB origin. The current design of the part is unstable and fails to meet required engineering and performance objectives, leading to anticipated major design changes that will obsolete the current configuration. Because the part is flight critical and the technical data is insufficient for open competition, the government requires source approval prior to contract award. Only previously approved sources have been solicited, and any potential offerors who are not approved must submit detailed technical data as outlined in NAVSUP WSS Source Approval Information Brochures to be considered. Approval processes are time-sensitive, and lack of timely approval may result in awards continuing with existing suppliers to meet urgent fleet needs. This contract action is planned under limited competition authority, specifically FAR 6.302-1, with the government inviting responsible parties to express interest or submit proposals within 45 days, or 30 days if issued under an existing Basic Ordering Agreement. The solicitation excludes acquisition under FAR Part 12 for commercial items but recognizes the applicability of Free Trade Agreements and related trade compliance clauses. Award depends on meeting all qualification requirements at the time of award. The contracting office is NAVSUP Weapon Systems Support based in Philadelphia, PA, with point of contact provided for further information. Military specification documents and related standards are accessible through designated government online portals and support offices for bidders’ reference.

AN/AP-68V9 Radar DMSMS Study - Phase II ResolutionThe Department of Defense, through the F-16 System Program Office at Hill Air Force Base, is conducting market research via a sources sought synopsis to identify capable small business sources for Phase II of the AN/APG-68(V)9 Radar Diminishing Manufacturing Sources and Material Shortages (DMSMS) program. This phase focuses on resolving obsolescence issues identified in a prior study on critical Shop Replaceable Units (SRUs) within the radar's Modular Receiver/Exciter and Common Radar Processor assemblies. The objective is to replace obsolete components while maintaining form, fit, and function compatibility to ensure future manufacturability and reparability. The effort will proceed as a task order under an existing post-production sustainment contract with Northrop Grumman Corporation, the original equipment manufacturer holding proprietary technical data needed for this work. Interested vendors, particularly small businesses including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned categories, are invited to respond with their capability statements, experience with DMSMS efforts, understanding of related cybersecurity requirements, relationships with Northrop Grumman or Lockheed Martin, and potential teaming arrangements. Key requirements include project management, engineering redesign, prototype fabrication of two engineering development units for each of nine SRUs, and functional testing with qualification plans. Deliverables encompass prototype hardware retained at the contractor site, several engineered data documents, and a proposal to support the subsequent production phase. Responses are voluntary and intended solely for acquisition planning, with submissions due by the end of June 2026.
