The City of West Palm Beach, acting on behalf of the East Central Regional Water Reclamation Facility, issued a Request for Qualifications to select a qualified firm capable of creating and repackaging contract documents for the Upgrades to Electrical, Controls, and Communications Project at the ECR. Although the design elements for this project have already been developed, the original grouping of these elements did not optimize scheduling or construction efficiency. To address this, the ECR Board has decided to repackage the project components into a more cohesive grouping. The selected consultant will be responsible for producing a complete set of contract documents based on existing designs by Brown and Caldwell, ensuring these documents are suitable for issuance under the consultant’s professional licenses through a thorough review process. Importantly, the consultant will not redesign the project but will verify and adapt the existing documents to facilitate a streamlined construction process, adhering to Florida Board of Professional Engineers standards. This RFQ, posted in May 2021 with a deadline for responses in June 2021, targets firms with expertise in engineering and project documentation, under NAICS code 541330. The project is managed by the City of West Palm Beach, Florida, and aims to improve project delivery efficiency through better grouping of electrical, controls, and communication upgrades at the water reclamation facility. Full Description

The City of West Palm Beach (“City”), as agent for the East Central Regional Water Reclamation Facility (ECR), is issuing this Request for Qualifications (RFQ) to solicit proposals from experienced firms to create and repackage contract documents for the Upgrades to Electrical, Controls and Communications Project at the ECR. The design services for the elements of this Project have been designed. However, these projects were originally grouped in a manner that did not provide optimal synergies in the scheduling and construction timeframes. The ECR Board has elected to repackage the various project elements to improve the efficiencies in the project element groupings. The Consultant will create a new 100% set of contract documents for the Upgrades to Electrical, Controls and Communications Project utilizing the previously completed contract documents by Brown and Caldwell. The Consultant will perform a detailed review of the contract documents to such a degree that the repackaged project can be issued under the Consultant’s professional licenses. The Consultant is not to perform a re-design of the contract documents and the review will fully comply with the Florida Board of Professional Engineers requirements for such an assumption of the design/work of another consultant.
