Eddie Vickers Kayak Launch Construction

The City of St. Augustine's Community Redevelopment Agency is soliciting bids for the Eddie Vickers Kayak Launch Construction project in the Lincolnville Community Redevelopment Area. This initiative aims to enhance public water access and recreational amenities through the construction of a kayak launch, pier, sidewalks, site furnishings, and a parking area. The scope of work is divided into a Base Bid for the Phase 2C kayak pier and launch, and two Add Alternates covering an ADA-accessible launch, overflow parking, a kayak launch plaza, pedestrian crosswalks, and kayak storage. The project is supported by a grant from the Florida Inland Navigation District providing up to 95,000 dollars in matching funds. Qualified respondents must have completed at least two pier or dock projects and one parking lot project with pedestrian crosswalks within the last five years, and must hold valid marine and concrete/paving licenses. The selection process is based on a staff evaluation committee ranking, with cost effectiveness accounting for 10 percent of the score. The contract is subject to the Davis-Bacon Act for prevailing wages and requires performance and payment bonds for contracts exceeding specific thresholds. All work must comply with Florida Department of Environmental Protection and U.S. Army Corps of Engineers permits, as well as WCAG 2 Level AA accessibility standards. Proposals are due by October 29, 2026.
