NAVSUP Fleet Logistics Center San Diego plans to award a sole source contract to EDGE TECH Marine for the upgrade and testing of the EdgeTech 2200 housing, which supports the ASL side scan sonar system used by the Arctic Submarine Laboratory under COMSUBPAC DET. This procurement is for non-commercial items and will be conducted under Simplified Acquisition Procedures in accordance with FAR regulations. EDGE TECH Marine is the only authorized provider capable of performing this upgrade and testing, including a 10-cycle pressure test, due to proprietary information limiting third-party recertification of the batteries that are critical for the mission’s UPS systems. The contract is unrestricted and the Small Business Office concurs with this set-aside decision. The government's intent is to solicit and negotiate exclusively with EDGE TECH Marine under FAR authority allowing sole source awards when only one responsible source is available. Interested parties may submit their capabilities or product information by a specified deadline, but this notice does not represent a request for competitive proposals, nor will a formal solicitation or RFQ be issued. The contract requires delivery FOB Destination with a 90-day lead time. The decision whether to compete the contract is at the sole discretion of the government, and all correspondence regarding interest must be directed by the stated deadline to the designated Navy contact. Justification and approval documentation accompanies the award notice to support this sole source determination.
