AI Contract Overview
The Edna Bay Community Library is seeking bids for Category 1 bundled transport and Internet Access and Category 2 Managed Internal Broadband Services. For Category 1, bidders must provide pricing for download speeds ranging from 50 Mbps to 2 Gbps using fiber or non-fiber options. Bids must specify the transport delivery method, whether circuits are dedicated or shared, and include details on data caps, overage charges, and any necessary leased equipment. All bids must separate eligible costs from ineligible costs and separate one-time non-recurring costs. Contract terms may be month-to-month, single-year, or multi-year, provided a single-year option is included and the agreement is contingent upon state or federal funding. Category 2 requirements focus on equipment and licensing for managing broadband service, including bandwidth quotas, usage tracking, device prioritization, and content filtering. Bidders may respond to either or both categories, but must clarify if the Category 2 services are required to obtain the Category 1 service. To avoid disqualification, all successful bidders must agree to provide discounted billing and invoice USAC via a Service Provider Invoice. Bids must be submitted within 30 days of the Form 470 posting date, and robotic or spam responses will not be considered.

Full Description
Bids will be reviewed 30 days from the date the Form 470 is posted. Any bids received after 30 days of the Form 470 being posted will not be considered. If the circuit(s) are dedicated, the bid must state that. If the circuits are shared, the contention ratio (potential number of potential users on the circuit simultaneously) of service must be specified in the bid. This is a single site library with 2 IP addresses (one static and one for videoconferencing). Cost of eligible services must be separated from cost of ineligible services in the bid. If data limits are a part of the service then the data cap as well as overage charges must be included in the bid. Any necessary one time non-recurring costs must be separated out and specified in the bid. Any leased equipment necessary for the functioning of Internet Access that is billed monthly must be included in the bid, including make and model. One year pricing or multi-year pricing will be considered, so long as a single year pricing is an option. Month-to-month, non-contracted agreements are acceptable as well. Any contracts should contain the language that the agreement is contingent upon state and/or federal funding, which effects the library's ability to pay. The method of transport delivery (fiber, copper, satellite, microwave, etc.) should be specified in the bid. If last mile and middle mile transport differ, both methods of delivery should be specified in the bid.
Disqualifying Factors: Successful bidders must be willing to provide discounted billing and invoice USAC via a Service Provider Invoice (SPI). SPAM and/or robotic responses will not be considered valid bid responses and will be disqualified from consideration. Bids received after 30 days from the posting of the Form 470.

If licensing is a separate cost , integral to the operating of any equipment or service, it must be detailed on the bid. One year pricing sought, though will also consider multi-year pricing so long as a single year pricing is given. Vendors may bid on Category 1 and/or Category 2 MIBS services/equipment. If vendors are bidding on both C1 internet and its associated C2 MIBS please make it clear whether the category 2 portion is REQUIRED to obtain the category 1 service being asked for.
