The United States Marshal Service (USMS) intends to award a purchase order on a sole source basis to Adept Services. This is a sole source justification under FAR PARTS 6.302-3(b) (3) (i) and (ii) which state: (i) An expert to use, in any litigation or dispute (including any reasonably foreseeable litigation or dispute) involving the Government in any trial, hearing, or proceeding before any court, administrative tribunal, or agency, whether or not the expert is expected testify. And (ii) A neutral person, e.g., mediators or arbitrators, to facilitate the resolution of issues in an alternative dispute resolution process. This notice of intent is not a request for quote/proposal. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
