The Idaho Military Division is seeking a one-time exemption from competitive procurement to obtain fire alarm services and inspections for the Idaho Youth Challenge facility in Pierce, Idaho. This request, filed under IDAPA 38.05.01.042.10, follows a previous solicitation that yielded no bids. The agency proposes a direct award to Performance Systems Integrated (PSI), formerly known as Oxarc, for an estimated cost of $50,000. The scope of work includes fire alarm inspections, backflow testing, system repairs, kitchen hood inspections, and a comprehensive five-year inspection to ensure the facility remains in compliance with local fire codes. The procurement process is currently in a transparency phase where the Division of Purchasing is inviting suppliers to provide information that may support or contradict the claim that competition is impractical or unreasonable. Interested parties must submit their input via the IPRO portal or email by June 18, 2024. The final decision to grant the exemption remains at the discretion of the DOP Administrator, and the award is based on the need for service continuity and the failure of previous competitive efforts. TSgt. Mark Leavitt serves as the primary point of contact for this action.
