AI Contract Overview

The Idaho Department of Health and Welfare is seeking a one-time exemption from competition to procure software support, maintenance, and upgrades for the Airista Flow duress system from Mergent Systems. This procurement, identified by solicitation number 862, is valued at $41,475.27 for a two-year period of performance. The system is critical for staff and patient safety at State Hospital South, providing real-time emergency response and workplace violence prevention through Wi-Fi-connected duress badges. The scope of work includes ongoing maintenance, periodic software upgrades, and a one-time installation on new departmental servers to align with updated IT infrastructure. The request for exemption is justified under IDAPA 38.05.01.042.05, as the Airista Flow system is proprietary and deeply integrated into the facility's existing infrastructure, making competitive procurement impractical and potentially disadvantageous to state operations. While the Division of Purchasing is offering other suppliers the opportunity to provide information that may contradict the claim that competition is impractical, the final decision remains at the discretion of the DOP Administrator. All relevant supplier information must be submitted via the IPRO portal or email by March 25, 2025.
