The Idaho Tax Commission has submitted a request to the Department of Administration for an exemption from competitive bidding to procure printing services for the 2024 tax notices. If granted, this exemption would allow the agency to acquire the required printing services with limited or no competitive process, at the discretion of the DOP Administrator. To maintain transparency, the department is inviting suppliers to review the exemption request and submit relevant information that could support or oppose the practicality and reasonableness of conducting a competitive process under these circumstances. Suppliers are encouraged to provide their input through the designated submission channels before the specified deadline of September 30, 2024. The contract for these printing services is valued between $50,000 and $200,000 and is associated with the NAICS code 323111, which pertains to commercial printing. The solicitation was posted on September 25, 2024, and is managed by the State of Idaho, with the primary point of contact being the DOP Administrator via email. The Idaho Tax Commission has requested an exemption from competition for the purchase of Printing Services for 2024 Tax Notices. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO.
