AI Contract Overview

The Idaho State Board of Education is seeking an exemption from competition to procure ongoing maintenance, upgrades, and technical support for the Program Submission and Review platform (PSS) from DevMecca. This non-competitive procurement, identified by solicitation number 953, is justified under IDAPA 38.05.01.042.05 because the software is custom-built and deeply integrated into the state's higher education sector. The agency asserts that switching vendors would be impractical and cause substantial operational disruption, making a direct award the most reasonable course of action. The period of performance is designated as ongoing, with the place of performance located in Idaho. While the Division of Purchasing is moving toward a sole-source authorization, it has opened a transparency window for other suppliers to provide information that may support or contradict the claim that competition is impractical. Interested parties must submit their documentation via the IPRO portal or email to [email hidden] by May 23, 2025. No specific contract value or formal evaluation criteria have been disclosed, as the process is a justification for exemption rather than a competitive bid.
