The State of Idaho, specifically the State Appellate Public Defender, is seeking an exemption from competition for the procurement of the ProLaw Case Management System from Eagan US Holdco, LLC. This request, identified by solicitation number 24951, is based on the justification that a competitive process would be impractical and disadvantageous due to the significant operational disruption and high costs associated with migrating 25 years of historical data and customized templates to a different system. The anticipated total cost for this procurement is 9,227.86 dollars. The Division of Purchasing is offering this opportunity for transparency, allowing suppliers to provide information that may support or contradict the claim that competition is unreasonable under these circumstances. Interested parties must submit their relevant information via the IPRO Supplier Attachments section or email by the response deadline of October 14, 2026. The final decision to grant the exemption remains at the sole discretion of the DOP Administrator, and suppliers have no right to appeal the outcome.

Solicitation # INF-2026-0428
The City of Houston is soliciting bids for an automated and configurable investment management software platform to oversee its fixed-income investment portfolios, which have a market value of approximately 7.4 billion dollars. The primary objective is to eliminate manual reconciliations and spreadsheet dependency by implementing a system that provides real-time tracking, an integrated investment ledger, and automated calculations for interest accruals and mark-to-market valuations. Qualified vendors must demonstrate experience managing portfolios of a similar scale and provide a technical roadmap addressing evolving industry practices. Bidders are required to submit descriptive software literature and certify compliance with various legal standards, including Equal Opportunity employment, anti-collusion measures, and Texas Government Code regarding foreign terrorist organizations. Payment terms are set at thirty days following invoice approval or acceptance of services.
