The Idaho Office of Drug Policy is seeking a one-time exemption from competition to maintain a continued subscription to the Tovuti Learning Management System (LMS) for an annual cost of 20,700 dollars. This non-competitive procurement is requested under IDAPA 38.05.01.042.10, which allows for exemptions when competitive bidding is deemed impractical, unreasonable, or disadvantageous. The justification for this request is based on the proprietary nature of the Tovuti platform, the significant prior investment in customized training content for the Prevention workforce, and the high costs and operational risks associated with migrating data and certifications to a new vendor. The solicitation, numbered 530, was posted on May 31, 2024, with a response deadline of June 5, 2024. While the award is discretionary and based on the DOP Administrator's determination, suppliers are invited to submit information via the IPRO portal or email to [email hidden] that may support or contradict the claim that competition is impractical. The scope of work focuses on ensuring uninterrupted access to the LMS and maintaining digital certificates and training courses, aligning with a separate RFP for future content development. Performance is designated within the State of Idaho, and the procurement is managed by Agency Purchasing Representative Destinie Triplett.

Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. The State of Idaho, specifically the Idaho State Police (ISP), is soliciting quotes under RFQ 5728 for specialized biannual cleaning and preventive maintenance of communications consoles, control rooms, and server room areas. Services are to be performed on-site at two locations: RCC South in Meridian and RCC North in Coeur d'Alene.
