The Idaho Department of Health and Welfare is seeking an exemption from the usual competitive procurement process to purchase support and maintenance services for Waystar Software. This exemption, if granted by the Department of Purchasing (DOP) Administrator, would allow the agency to acquire these services with limited or no competition, which is intended to streamline the procurement in this specific circumstance. However, the decision to grant the exemption is discretionary and final, with no opportunity for appeal by suppliers. To ensure transparency, suppliers are invited to review the exemption request and provide any relevant information that could influence the Administrator's decision. Contributions should address whether competition would be impractical, unreasonable, or disadvantageous to the State and must be submitted by the specified deadline. The solicitation is identified by number 1164, posted on December 15, 2025, with a response deadline of December 19, 2025. The procurement pertains to services located in Boise, Idaho, and correspondence or submissions can be directed to the DOP Administrator via the provided contact details.

The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Waystar Software support and maintenance. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
