RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

The Idaho STEM Action Center is seeking a one-year exemption from competitive procurement for Webmaster Services under solicitation number 597. The request, valued at 45,000 dollars, aims to prevent a break in service following the expiration of contract CPO20220976 on September 30, 2024. This extension would cover the period from October 1, 2024, through September 30, 2025, providing the agency time to appoint a new Executive Director and revise the Statement of Work to include clearer performance metrics and KPIs, as well as evaluate the potential to split future services into graphic design, public relations, and website management. The exemption is requested under IDAPA 38.05.01.042.10, which allows the Division of Purchasing Administrator to bypass competition if it is deemed impractical, unreasonable, or disadvantageous to the state. In the interest of transparency, the state invited suppliers to provide information supporting or contradicting this claim via the IPRO portal or email by August 1, 2024. The primary point of contact for this action is STEM Program Manager Stephanie Lee. The final decision regarding the exemption remains at the sole discretion of the DOP Administrator and is not subject to appeal.

The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. Solicitation # 5728
The State of Idaho, specifically the Idaho State Police (ISP), is soliciting quotes under RFQ 5728 for specialized biannual cleaning and preventive maintenance of communications consoles, control rooms, and server room areas. Services are to be performed on-site at two locations: RCC South in Meridian and RCC North in Coeur d'Alene. Invoicing must be submitted to the Idaho State Police Accounts Payable office via mail or email upon completion of each service, including specific contract and service details. The contractor must maintain worker's compensation insurance and adhere to state-specific certifications regarding ownership and boycotts. All submissions must be processed through the Idaho e-Procurement System (IPRO) by the deadline of November 10, 2026.
