Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.

Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The Centers for Disease Control and Prevention (CDC), Office of Acquisitions, intend to award a sole source purchase order in accordance with FAR Part 13.106-1(b)(1), to WUXI Apptec Hongkong Ltd. to procure EFdA 20 grams. Large scale synthesis of highly pure EFdA is needed for formulating topical and oral EFdA regimens for preclinical research using nonhuman primates. EFdA is currently not commercially available and therefore must be synthesized de novo. For preclinical studies, the vendor must be able to produce the compound at a purity of at least 95% and at a quantity of at least 20 grams for our studies. WuXi AppTec is a reputable pharmaceutical company that manufactures EFdA and was a supplier of large quantities of high quality EFdA (>95% pure) to the Analytical Chemistry Team at CDC as well as CDC's collaborators. Procurement of EFdA from the same company and synthesized using the same multi-step process will help ensure that the consistency in physical and chemical properties are maintained across multiple studies and delivery platforms. Therefore it is not in the best interest of the government to use another vendor. No request for quote will be issued based upon this notice of intent. This synopsis ends in 3 days in accordance with FAR 5.203 (a)(1). Any interested companies are welcome to submit their ability to provide the specified products via email to srehan@cdc.gov. Please include reference number (2022-66203) and respond by August 16, 2022 at 2 PM EST. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
