The New York City Department of Environmental Protection is seeking a qualified consultant to provide standby Environmental, Health, and Safety (EHS) investigation services for the Office of Environmental Health & Safety. This three-year contract, with a one-year renewal option, is capped at a maximum value of 300,000 dollars. The selected consultant will be responsible for investigating employee EHS concerns, EHS incidents such as major injuries or chemical releases, and workplace violence complaints. Key deliverables include the production of formal investigatory reports and the development of actionable corrective actions to address root causes. Workplace violence investigations are typically expected to be completed within 60 to 90 days, while general EHS investigations are expected within three to six months. Proposals must be submitted through the PASSPort portal by October 21, 2026. The award will be based on a weighted scoring system consisting of 80 percent for the technical proposal—evaluating experience, organizational capacity, and technical approach—and 20 percent for the cost proposal. A 10 percent quantitative preference is provided to certified M/WBE or DBE vendors, and proposers must self-perform at least 51 percent of the work. The contract includes strict financial caps, limiting project management services to 10 percent and principal compensation to 35 percent of the maximum contract amount. Payment is processed via itemized monthly invoices subject to the approval of the Commissioner.
