Interested general contractors shall submit their capability statement electronically, limited to five pages, which includes the required questionnaire. The capability statement shall be sufficient in detail to allow the Government to determine the organization's related qualifications to perform the work. Project: Seeking General Contractor to upgrade and repair existing intra-building telecommunications infrastructure (Inside Plant; ISP) and inter-building telecommunications infrastructure (Outside Plant; OSP). This requirement entails outside plant cabling; inside plant telephone, data, and cable television cabling; and communication room upgrades for a hotel/motel type business in Eielson AFB. To be considered similar in size, the projects should range between $1,000,000 to $5,000,000 for construction. Recent is defined as work completed in the past 3 years. Vendors who do not send the required information, or who fail to meet the requirements identified in this Sources Sought, may not be invited to participate in the resultant opportunity. Gap Analysis and Process ImprovementThe contract titled Gap Analysis and Process Improvement requires the performance of a comprehensive evaluation of existing hemagglutination inhibition assay processes to identify inefficiencies, inconsistencies, and areas for enhancement in both methodology and laboratory operations. The primary objective is to deliver actionable recommendations that improve accuracy, reproducibility, throughput, and compliance with best practices in a high-containment biosafety environment. The work will involve a detailed review of current protocols, instrumentation, personnel training, documentation practices, and quality control measures to determine where gaps exist relative to industry standards or internal benchmarks. Performance of this subcontract is tied to the Department of Defense through the FA9000 AF NAF PO office, with all activities to be conducted at a designated location in DWG. The work falls under NAICS code 541690, which classifies it as other scientific and technical consulting services, indicating a focus on expert-driven process optimization rather than routine testing or production. The contract is set to be awarded following a posting on SAM.gov on June 15, 2026, and while no specific set-aside designation or point of contact is listed, the expectation is that the contractor will provide clear, evidence-based improvement plans that result in measurable enhancements to assay reliability and operational efficiency.
