Full Description

Site Development Permit and Easement Vacation would allow for the replacement and improvement of storm drain infrastructure to address existing flooding and water quality conditions. Project would also install new green infrastructure improvements to improve water quality. The Project is located in the El Cerrito and Rolando Park communities of southeastern San Diego, in the Chollas Creek Watershed (United States Geologic Survey Hydrologic Unit Code 180703041201). Work would take place in two non-contiguous subareas, referred to as Subarea 1 (El Cerrito) and Subarea 2 (Rolando Park). Work in Subarea 1 would be located wholly outside of Environmentally Sensitive Lands and work in Subarea 2 would be located partially within Environmentally Sensitive Lands. Work within Environmentally Sensitive Lands would be subject to the City of San Diego Environmentally Sensitive Lands Regulations. The Project would consist of municipal storm drain and water quality treatment infrastructure improvements in the El Cerrito and Rolando Park neighborhoods of San Diego. It would upsize and realign the existing storm drain system at both locations to meet City standard requirements, install a new outfall into the Rolando Channel, and install green infrastructure including up to eight modular wetland systems near the intersection of University Avenue and College Avenue. Project would also abandon several segments of storm drain located on private property. In total, up to 1,200 linear feet of storm drains would be removed or abandoned, up to 3,400 linear feet of new storm drain would be installed, and up to 54 new storm drain structures would be installed. Therefore, the combined total of abandoned pipeline and new pipeline would be under one mile. Surface facilities are not tied to the operation of the underground pipeline. Existing drainage easements would be expanded to meet City standards and allow for the proper maintenance of the drainage facilities. In instances in which the storm drain network would be abandoned and realigned from private property to the public right of way, the existing drainage easements would no longer be needed and would be vacated.
