The El Macero Country Club project seeks to reclassify approximately 0.97 acres of its 170-acre golf course property in unincorporated Yolo County from Parks and Recreation to Residential Low use, creating three new residential parcels through a Tentative Parcel Map. This action requires a General Plan Amendment, a zoning ordinance change to Low Density Residential/Planned Development No. 66, and a variance for reduced front yard setbacks to align with adjacent lot building envelopes. The remaining 169 acres will retain their existing Parks and Recreation designation and zoning. The three new parcels, measuring approximately 12,927, 15,412, and 13,741 square feet respectively, will be accessed via Clubhouse Drive and Country Club Drive and connected to the El Macero County Service Area, which sources water and sewer services from the City of Davis. A 169-foot sewer extension is needed for Lot 1, and Lot 2 includes a 15-foot access easement for pond maintenance. The site is located approximately 0.6 miles south of I-80, within the City of Davis sphere of influence, bordered by residential properties and roadways. No construction is planned at this stage; the approvals are solely for land use and zoning entitlements to enable future residential development in compliance with R-L/PD-66 standards. The project was reviewed under CEQA, resulting in a Negative Declaration with no significant environmental impacts identified. The lead agency for approval is Yolo County’s Department of Community Services, with Tracy Gonzalez as the primary point of contact. The process was administrative and regulatory, not a competitive procurement, and involved no federal contract clauses, pricing line items, delivery schedules, or standard acquisition documentation. A $3,093.75 environmental filing fee was paid, but no contract value or procurement structure applies. Approval was granted by the Yolo County Board of Supervisors on June 2, 2026.

Full Description

The project is a request from the El Macero Country Club (EMCC) to facilitate the expansion and construction of future residential uses within El Macero, an established community in unincorporated Yolo County, on a portion of Assessor’s Parcel Number (APN) 068-130-010. The property (golf course) is approximately 170 acres and currently designated as Parks and Recreation (PR) within the Yolo County 2030 Countywide General Plan (General Plan) and zoned as Parks and Recreation (P-R). EMCC is seeking to create three new residential parcels from areas of the existing golf course property totaling approximately 0.97 acres. The project included requests for a: General Plan Amendment (GPA) to change the land use of a portion of the 170-acre El Macero golf course parcel from PR to Residential Low (RL); adoption of an Ordinance to change the zoning from P-R to Low Density Residential/Planned Development No. 66 (R-L/PD-66); a Tentative Parcel Map (No. 5267) to create three new parcels; and a Variance request to allow a reduced front yard setback. The remaining approximately 169 acres of the golf course parcel would retain its existing PR General Plan land use designation and P-R zoning. Respectively, the three new parcels would be redesignated to RL and rezoned to R-L/PD-66, consisting of approximately 12,927 square feet (Lot 1), 15,412 square feet (Lot 2), and 13,741 square feet (Lot 3). The Project does not include construction of residences at this time; however, future residential development would be consistent with the applicable development standards, as allowed under the R-L/PD-66 zoning regulations. Additionally, the request for a variance will allow future residential development on the three proposed parcels to match the building envelope of adjacent lots. The project site is located within the City of Davis sphere of influence, approximately 0.6 miles south of I-80. The three proposed parcels are surrounded by recreational use (golf course), single-family residences, and roadways. The El Macero Country Club is a private, member-owned club which features an 18-hole golf course with residential development surrounding the approximately 170-acre course. Lot 1 will be located in the southwest portion of the golf course parcel with access from Clubhouse Drive, while Lots 2 and 3 will be located in the northeastern portion of the golf course parcel with access from Country Club Drive. The three new parcels will connect to the El Macero County Service Area (CSA) which contracts with the City of Davis for water and sewer services. Water and wastewater service for Lots 2 and 3 would be extended from the fronting roadways, whereas Lot 1 would require an approximately 169-foot extension of an existing sewer main from the intersection of El Macero Drive and Clubhouse Drive. Lot 2 also includes a 15-foot access easement to be reserved by EMCC, adjacent to the existing golf course pond for maintenance purposes.

Villa Margherita—TSM No. 5608, CUP No. 2026-05, and Exception No. 2026-05The proposal seeks to subdivide a property in Visalia, California, into 82 single-family residential lots under Tentative Subdivision Map No. 5608, with accompanying infrastructure including landscaping outlots, lighting, and designated park spaces, all situated within the R-1 zoning classification. To accommodate the development’s design, a Conditional Use Permit has been requested to permit a planned unit development that deviates from standard lot size and setback requirements, allowing for greater density and flexible layout while still adhering to overall community planning goals. Alongside this, an exception request seeks relief from certain Objective Design Standards, specifically concerning architectural façade elements, to permit design variations that align with the planned aesthetic vision of the development. The project is being advanced by applicant Sam Sciacca and reviewed by the City of Visalia’s planning department, with Principal Planner Jarred Olsen serving as the primary point of contact. The application was posted on August 7, 2026, and is currently in the forecast phase, indicating it is under initial review and not yet submitted for formal approval. The proposed development is located within the city limits of Visalia, California, and all associated permits and exceptions are being evaluated under municipal regulations to ensure compatibility with local land use policies and community character. Further public input and agency review will be required before any approvals are granted.

Deer Creek Preserve - SALT AnaheimThe Deer Creek Preserve project in Anaheim, California, proposes a residential development on approximately 76.01 acres along E. Santa Ana Canyon Road between Festival Drive and Eucalyptus Drive, with a total of up to 359 housing units, including up to 299 single-family detached homes and up to 60 affordable senior housing units composed of 59 deed-restricted lower-income senior units and one manager’s unit. At least 16.4% of the total units are designated for lower-income households, with all affordable units subject to state-mandated restrictions through covenants, management protocols, and occupancy controls. The project includes necessary infrastructure such as roadway upgrades, utility improvements, a water quality basin, retaining walls, gated entries, a guardhouse, and monument signs. An optional recreation amenity center of up to 45,492 square feet may be constructed on a designated lot, but if not built, passive open space will occupy the site instead; environmental analysis assumes the worst-case scenario including the recreation center. The application seeks a Tentative Tract Map, Conditional Use Permit, and Specimen Tree Removal Permit and is submitted under the Housing Accountability Act as a Builder’s Remedy project, which exempts it from requirements for general plan or zoning amendments. Despite this exemption, the project is fully subject to environmental review under CEQA, requiring comprehensive analysis and mitigation of all significant environmental impacts.
