El Paso and Big Bend North Tactical Infrastructure (TI) Maintenance

The U.S. Customs and Border Protection (CBP) is soliciting contractor services under an 8(a) set-aside for the maintenance, repair, and improvement of Tactical Infrastructure (TI) assets in the El Paso and Big Bend North sectors of the El Paso Sector, Texas. The contract, identified as 70B01C26R00000096, is a five-year, single-award, hybrid agreement structured into two tiers: scheduled and unscheduled maintenance. Scheduled work is funded at firm fixed prices, covering recurring tasks such as road and bridge upkeep, fence and gate repairs including concertina wire, vegetation control, debris removal, border lighting and electrical systems, drainage and grate maintenance, and tunnel remediation. Unscheduled work, which cannot exceed $750,000 per task, is executed under fixed unit prices with a “not to exceed” ceiling and requires a completed Work Order Form to establish scope and fixed pricing. All work must occur within the existing TI footprint, and architectural and engineering services, security cameras, communications equipment, and tower-related assets are excluded. The contract includes a twelve-month base period with four additional twelve-month option periods and a possible six-month extension under FAR 52.217-8, with performance locations spanning El Paso and Marfa, Texas. Proposals must be submitted in two phases, with only vendors who attended mandatory site visits eligible to respond. Phase One requires submission of corporate experience documentation by 1700 ET on July 15, 2026, emailed to designated CBP contacts, and is evaluated on confidence ratings of “some” or “high” to advance. Phase Two includes management approach, technical capabilities, and pricing submissions with strict page limits, formatting requirements, and mandatory key personnel resumes and letters of commitment. Evaluation favors superior technical capability over lowest price, with factors one through three combined holding significantly more weight than price. The contractor must self-perform all work, provide a comprehensive quality control plan within 30 days of award, submit daily progress reports and weekly employee rosters, and record activities in CBP’s ILSS Maximo system.
