AI Contract Overview
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to award a sole source contract to Environmental Express, Inc. for the procurement of a new Electric Fusion Fluxer and associated accessories to support specialized research on Rare Earth Elements (REE) within its Environmental Processes Branch. The equipment must be compact and portable, conforming to stringent specifications including dimensions of no more than 17 inches in each direction, operation at 115 VAC single phase, a maximum power of 1500 watts, temperature capability up to 1200°C, and a maximum weight of 50 lbs. Required accessories include a crucible and mold, each composed of 95% platinum and 5% gold. The contract will also mandate a minimum one-year manufacturer’s warranty covering parts, labor, and travel, and all shipping costs—including duties and tariffs—must be included in the price. Delivery is expected at ERDC’s Vicksburg, Mississippi location by September 30, 2026. This acquisition is justified under FAR 12.102(a) as a sole source due to Environmental Express, Inc. being uniquely capable of meeting the precise dimensional, portability, and technical requirements specified. Market research has determined no other vendor is able to supply such equipment, particularly meeting the government's small business requirements under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). Although this notice invites capability statements, it is not a request for competitive proposals, and the government retains discretion on whether to pursue competitive procurement based on responses. Interested parties must submit their capabilities and pricing electronically by June 1, 2026, with no formal proposal format specified beyond technical data and price information. The contract documents do not include typical FAR contract clause inserts or detailed packaging and marking requirements, nor do they stipulate payment, invoicing, or inspection procedures beyond delivery and acceptance at the designated ERDC facility. The procurement is expected to follow firm-fixed-price terms, with government oversight conducted through designated contracting personnel at ERDC-Vicksburg.
