The eLSV will be inspected and accepted at the delivery location by government personnel, and payment will be processed exclusively through WAWF using an Invoice 2in1 format upon successful delivery and documentation. The contractor must also comply with multiple DFARS and FAR clauses, including prohibitions on covered telecommunications equipment, hexavalent chromium, procurement from the Xinjiang region, and the Maduro regime, as well as requirements for antiterrorism training, buy American preferences, and prohibitions on convict labor and child labor. Non-price factors such as technical approach, past performance, and personnel qualifications may outweigh price in award decisions, and the government may choose not to conduct discussions or allow revisions. Additionally, the contractor is responsible for all applicable permits, environmental compliance, security protocols, and submission of accurate small business representations and, if applicable, joint venture agreements. All personnel performing work must meet identified certifications and submit required documentation, including compliance with personal identity verification and whistleblower rights notification requirements.
