Electrical Safety Training Program Development Project

The Western Area Power Administration’s Desert Southwest Region is conducting market research through a Sources Sought announcement for the development of a customized Electrical Safety Training Program, identified by solicitation number 26WA161204. This announcement, posted on May 28, 2026, with a response deadline of June 5, 2026, is strictly for information gathering and does not constitute a solicitation, request for proposals, or binding commitment to award a contract. Respondents must submit a written response via electronic delivery to reyeswiltz@wapa.gov and include their business size, point of contact information, a capability statement, and evidence of past performance. To qualify under the small business category, vendors must meet the size standard of $15 million in annual revenue under NAICS Code 611430 for Professional and Management Development Training. All respondents must maintain an active registration in the System for Award Management (SAM) at www.sam.gov. No costs incurred in preparing a response will be reimbursed by the government, and the notice does not obligate the government to proceed with a future solicitation. The anticipated deliverable is a proprietary digital training presentation incorporating a blended learning approach using photos and videos, covering critical electrical safety topics aligned with OSHA 1910.269, NESC, NEC, and WAPA-specific directives including the Power System Safety Manual, Power System Operations Manual, Power System Maintenance Manual, and WAPA Order 440.1C. The training must address safe and unsafe contact, voltage awareness, minimum approach distances, arc flash boundaries, proper use of personal protective equipment, induced voltage, step-and-touch potential, control room and substation hazards, trip and fall risks, and emergency response protocols. The presentation will be delivered to the Western Area Power Administration in Phoenix, Arizona, with full rights and a perpetual license granted to the government upon completion. A subject matter expert must be engaged in the development process to ensure alignment with WAPA’s high-voltage operational environment, which includes over 17,000 circuit miles of transmission lines and more than 150 substations operating up to 525kV. This action is solely for market research purposes to inform future acquisition planning.
