Electrical Utility Service/Equipment Maintenance, Testing, Inspection and Demand & Emergency Repairs at Various Water and Wastewater Facilities

York Region is soliciting bids for contract RFT-3651-26 to provide electrical utility service, equipment maintenance, testing, inspection, and emergency repairs at various water and wastewater facilities. The five-year contract term runs from January 1, 2027, to December 31, 2031. The scope of work is divided into three main components: annual inspection and preventative maintenance at 21 facilities (Part A), a one-time inspection and maintenance service at 42 facilities (Part B), and on-demand emergency repairs supported by a reserved cash allowance of 82,000 dollars. Award selection is based on the lowest priced compliant bidder following a three-stage evaluation of mandatory requirements and pricing. Mandatory qualifications include a current ECRA/ESA Electrical Contractor License, IHSA membership, and the employment of qualified electricians holding 309A or 442A certifications with at least three years of industrial high voltage experience. Insurance requirements are stringent, requiring 5 million dollars in Commercial General Liability and Automobile Liability, and 2 million dollars in Professional Liability.
