CAR 1352.215-75, Evaluation Criteria (a) In determining which proposal provides the best value to the Government, Technical Acceptability and Cost will both be equally important Evaluation Factors. In the event that more than one product meets the outlined specifications, NIST will determine the best value based on the degree to which each product meets the requirements compared to its cost, as outlined below. Being responsible with the meaning of FAR 9.104 is considered a qualifying/disqualifying factor. Those vendors not meeting the meaning of FAR 9.104 will not be considered regardless of Technical Acceptability and/or Cost. Evaluation factors: TECHNICAL APPROACH: The system must meet or exceed all of the minimum specifications identified in the Statement of Work. All equipment must be new and a commercially available, not a prototype. Used or remanufactured equipment will not be considered for award. NIST will evaluate the extent to which the Offeror's proposal demonstrates in detail how it intends to satisfy or exceed the requirements in the SOW and to identify and resolve technical risk. In the event that more than one product meets the outlined requirements, NIST will determine the best value of each product compared to cost based on its ability to meet the requirements in the SOW. Specifically: 1. Safety, e.g. items number 9-12 in the SOW. Specifically, 1) the prevention of elevated temperatures on external surfaces and immediate surrounding area, and 2) electrical wiring contained safely within the unit to prevent the possibility of electrical shock. 2. Ability to maintain long-term temperature stability, e.g. items 1 and 6 in the SOW. The reliability of each product to maintain a constant, uniform bath temperature will be considered. 3. Ease of maintenance, e.g. items 7 and 12. The ease of operation, temperature control, heat element replacement and other routine maintenance activities will be considered. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements identified in the requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. The award of this contract resulting from the solicitation will be made to the Offeror whose proposal offers the best value, through the trade-off process, to the Government from a technical, risk, and price/cost perspective. In determining what offer provides the best value, technical evaluation factors are considered significantly more important than cost. Award will be made to the Contractor: (1) whose proposal is technically acceptable meeting the requirements as outlined in the Statement of Work (SOW); and (2) whose technical and price relationship is considered to be the most advantageous to the Government; and (3) who is considered to be responsible within the meaning of FAR 9.104. Price will be a factor in the award decision, although the award may not necessarily be made to that Offeror submitting the lowest price. Likewise, award will not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the required services. When technical factors become equal among proposals, price will be the determining factor. Technical Acceptability and Cost will both be equally important Evaluation Factors. In the event that more than on product meets the outlined specifications, NIST will determine the best value based on the degree to which each product meets the requirements compared to its cost, as outlined below. Being responsible with the meaning of FAR 9.104 is considered a qualifying/disqualifying factor. Those vendors not meeting the meaning of FAR 9.104 will not be considered regardless of Technical Acceptability and/or Cost. Due Date and Response Information Interested vendors capable of furnishing the specified equipment in this combined synopsis/solicitation should submit their quote in writing to: Janice Moten, electronically at Janice.moten@nist.gov. FAX quotations shall not be accepted. Offerors shall submit their quotations so that NIST receives them not later than September 5, 12:00 pm EST , 2014.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
