Only U.S. citizens can respond to this RFI. Description The U.S. Army Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR), Intelligence and Information Warfare Directorate (I2WD) Electronic Warfare Air/Ground Survivability (EWAGS) Division is seeking information from industry regarding their ability to support additional Engineering, Intelligence Analyses, Program Management, and Administrative Support Services for an on-going effort in support of U.S. Special Operations Command (SOCOM). Area of Interest (AoI) Background: SOCOM Support The Government requires Engineering Subject Matter Experts (SME) and Analytical Support Services for the Chimera database. The Chimera database is used to build a common entities of interest database for the SOCOM community for intelligence reporting and analysis. The database integrates multiple external data sources and utilizes automation algorithms to sift through the data to develop intelligence products for review by the Intel Analyst. These intelligence products provide vital intelligence to security forces to protect national resources and U.S. Armed forces, support other intelligence operations, and provide key details on enemy combatants' efforts to develop more sophisticated Improvised Explosive Devices (IEDs). IEDs have been used, to great effect, by the insurgent enemy combatants' to kill and injure U.S. Armed Forces. Therefore, it is imperative that U.S. Electronic Warfare (EW) capabilities are able to maintain pace with, if not surpass, these new and developing IED capabilities. To support these efforts, the Government requires electrical engineering, software engineering, intelligence analyses, program management, and administrative support to continue to maintain/enhance the Chimera database and provide the required intelligence to the warfighter. This also includes deploying all working software, automated testing, maintaining a common entities of interest database, fusing that database with other data, and engineering of new database services for more efficient data analyses or capabilities. Personnel supporting Chimera will be required to deploy to locations within the Central Command (CENTCOM) Area of Responsibility (AOR). Due to the sensitivity of the operations being conducted, specific locations for these activities are on a need to know basis. Offerors must be able to provide personnel who have a minimum of 500 hours of operational experience with the Chimera system and are able to successfully operate the system on day one. Additionally, personnel must possess a valid TS/SCI security clearance. Lastly, the government requires that the offeror's personnel will be deployed and available to start work No Later Than (NLT) 9 Sept 2019 and will be able to support this effort through Sept 2020. Response Interested parties are requested to respond to this RFI with a white paper and/or currently available existing support documentation. Multiple submissions for different technologies will be accepted. The responses shall include, but not be limited to: (a) description of the notional cost and schedule necessary to complete the task, and (b) references to any related publications, reports, and technical data analyses that further support the technical portion of the response. The government will review the submitted responses and may schedule further discussions with responding vendors individually. All emailed questions and RFI responses shall contain the subject line: Electronic Warfare - Air & Ground Survivability (EWAGS) Technology Request for Information (RFI). Responses shall be in electronic format, either ".docx" or ".pdf". White paper submissions shall be limited to ten (10) pages in length; there will be no limit on the submission of currently available materials. All information is requested within three (3) days of announcement. - Unclassified responses must be submitted to: maurice.p.hinkson.civ@mail.mil - Questions and requests for clarification of information must be submitted to: maurice.p.hinkson.civ@mail.mil - Please note: Submission Materials will not be returned - Please mark any included proprietary information appropriately
