Labor Category Crosswalk to Service Contract Act (SCA) or Davis Bacon Act (DBA) Wage Determination
A wage determination may be applicable to any resulting contract. Accordingly, if an RFQ is issued, all interested offerors shall identify in their proposal response any class of SCA or DBA applicable service employees proposed to perform work under any resulting contract and either directly or indirectly match all proposed labor classes to those specifically listed in the applicable wage determination. Failure to provide the required information may render a proposal non-responsive.

A wage determination is applicable to this procurement as described in the Wage Determination requirement in this Request for Quotation (RFQ). Failure to provide this information may render the proposal non-responsive.
Statement of Work
The subcontractor shall provide Qualified Elevator Inspector (QEI) services to support code-required inspections, acceptance inspections, periodic inspections, annual inspections, Category 1 test witnessing, Category 5 test witnessing, hydraulic pressure relief test witnessing, documentation review, and reporting for units located at Sandia National Laboratories in Albuquerque, NM and Tonopah Test Range in Nevada, as directed by the Sandia Delegated Representative/Subject Matter Expert (SDR/SME). All services performed shall be in accordance with ASME A17.1-2013/CSA B44-13, ASME QEI-1, applicable portions of ASME A18.1, ANSI/ASSE A10.4, CSA B355, CSA Z185, applicable state and local requirements, and any other requirements identified by NTESS. The subcontractor shall perform QEI services in coordination with NTESS and the elevator maintenance subcontractor responsible for performing maintenance, repairs, testing, and related field activities.
Key Personnel
The Offeror shall have one certified Qualified Elevator Inspector (QEI) available for all NTESS inspections. NTESS requires another inspector be available in case the main inspector is not available. Each QEI inspector must have the following combination of experience and knowledge and possess a National Elevator Industry Education Program certification (NEIEP): Experience: Minimum of 5 years of documented experience in the elevator industry (installation, maintenance, or repair)
Knowledge: Shall have knowledge of the ASME A17.1-2013/CSA B44-13 and applicable inspection and testing requirements
Shall be qualified to inspect and witness testing for the following types of units: Electric Traction Elevators
Hydraulic Elevators
Freight
Passenger
Service Elevators
Material Lifts
Dumbwaiters
Wheelchair Lifts
Certification: Each inspector shall have a QEI certification.
REQUIRED RESPONSE: In response to this posting, the Offeror shall indicate YES/NO, it can meet this requirement.
REQUIRED EVIDENCE: In response to this posting, the Offeror shall provide a copy of their QEI certification and one resume proving they can meet the experience and knowledge requirements listed above.
Physical Location
Offeror must have a local physical office within 100 miles of Sandia National Laboratories on Kirtland Air Force Base in Albuquerque, NM.

Department of Energy Facilities Clearance
The Offeror shall have the ability to obtain and maintain a Department of Energy (DOE) facility clearance (FOCI). The Offeror must indicate that they have reviewed the requirements to obtain DOE Facility Clearance(s) and will be able to meet the requirements to obtain one. REQUIRED RESPONSE: In response to this posting, the Offeror shall indicate with a YES/NO, it meets this requirement.
