Elevator Repair and Inspections

The contract requires comprehensive maintenance, inspection, testing, software updates, and repair services for elevating devices located at the Drumheller facility under the Correctional Service of Canada. All work must adhere to the most current version of the CAN/CSA-B44 Safety Code for Elevators and Lifts for Persons with Physical Disabilities, with any more stringent provisions from the Maintenance Control Plan automatically incorporated. The Contractor must furnish all tools, equipment, materials, and labor, including specialty diagnostic and programming devices, and perform inspections on monthly, quarterly, annual, triennial, and quinquennial schedules. Safety devices must be inspected and adjusted as needed, with all tests conducted in accordance with applicable codes, standards, and manufacturer recommendations; when required by regulators, tests must be witnessed by the enforcement authority. The Contractor is obligated to maintain detailed records of all maintenance, repairs, tests, and modifications for the contract duration and provide them upon request, alongside complete schematic diagrams and adjustment procedures. Emergency repairs must be reported promptly if equipment cannot be restored within the same day, and planned outages require 72 hours’ advance electronic notice to the Departmental Representative. All services are governed by Alberta law, and the Contractor must comply with strict on-site security measures including itemized tool checklists, contraband searches, and mandatory check-in/out protocols at the facility’s principal entrance. The Contractor must also ensure compliance with anti-forced labor requirements, tuberculosis testing for personnel, and privacy obligations under Canadian law. Ownership control changes must be disclosed to the Minister throughout the contract term, and the Contractor warrants it is not under the control of any non-resident entity due to the sensitive nature of the information and environment involved. The contract period runs from October 2, 2026, to March 31, 2031, with monthly billing for completed work rendered, paid via direct deposit or MasterCard Acquisition Card. Invoices must be submitted only after all work is complete and supported by maintenance tickets and visitation logs for verification. The award will be made to the lowest responsive bid meeting all mandatory technical criteria, with ties resolved by time of email receipt. All bids must be submitted via email in PDF format within two separate documents—technical and financial—with no prices included outside the financial section, and must not exceed 10 MB in size or include encrypted, executable, or prohibited image files. The Contractor is solely responsible for any insurance, and no travel or living expenses will be reimbursed.
