Elevator Repair and Inspections

The Contract for Elevator Repair and Inspections, issued by the Correctional Service of Canada, requires the contractor to provide all tools, equipment, materials, and labor necessary to maintain, inspect, test, service, and update elevating devices at the Drumheller facility in accordance with the most current version of CAN/CSA-B44 Safety Code for Elevators and Lifts for Persons with Physical Disabilities. Inspections must be conducted monthly, quarterly, annually, every three years, and every five years, with all safety devices adjusted and tested as mandated by applicable codes, standards, and manufacturer recommendations. If any part of the Maintenance Control Plan is more stringent than the specified requirements, it must be incorporated. The contractor must conduct all required tests in the presence of the enforcing or inspection authority when regulations dictate. All maintenance activities, repairs, tests, adjustments, and modifications must be meticulously documented and retained for the duration of the contract, with records available for audit for seven years after final payment. The contractor is required to provide electronic notifications at least 72 hours in advance of any planned outages or system downtime and must submit detailed reports for any equipment not returned to service within the same day. Technical documentation including complete schematic wiring diagrams and detailed adjustment procedures must be maintained and provided upon request. The contract period runs from October 2, 2026, to March 31, 2031, divided into five one-year intervals, with services performed exclusively at the Drumheller location. Payment is made monthly based on work completed, using either MasterCard Acquisition Card or Direct Deposit, and invoices must be accompanied by supporting documentation including maintenance tickets and visitation records. All rates are all-inclusive, covering labor, travel time, equipment, accommodation if needed, and mileage. The contractor must adhere to strict on-site security protocols, including check-in and check-out procedures through the principal entrance, itemized accounting of tools and materials, and compliance with all institutional policies, standing orders, and searches for contraband. Personnel must undergo tuberculosis testing, and the contractor warrants it is not under the ownership control of any non-resident entity due to access to sensitive information.
