3. PROJECT SCOPE & REQUIREMENTS

The contractor shall provide all materials, labor, specialized technicians, and equipment necessary to complete the modernization and component replacement of the elevator at Building B663, Randolph AFB. The project requires specialized capabilities across two primary areas:

A. Elevator Modernization & Mechanical Scope

  • Full Replacement: Complete replacement of existing mechanical, control, and hydraulic components with non-proprietary, open-architecture equipment ensuring onboard diagnostics are accessible to any licensed elevator mechanic without proprietary software, factory passwords, or special tools.

  • Compliance Standards: Ensure the entire system is fully compliant with the Americans with Disabilities Act (ADA), ASME A17.1-2016/CSA B44-16, and Texas Health & Safety Code Chapter 754 (TAC Ch. 74).

    • New door operator and electronic safety edges on the elevator car.

    • New microprocessor-based, non-proprietary controller.

  • Testing & Certification: Perform full-range operational and load tests, and certify the elevator upon project completion.

B. Environmental Investigation & Remediation Scope

  • Soil Testing: Execute borings to collect soil samples at various depths around the elevator hydraulic jack cylinder/pump jack casing to test for hydraulic fluid contamination (in accordance with EPA-approved procedures).

  • Analytical Reporting: Deliver a comprehensive laboratory analysis report within 20 days of inspection detailing field activities, boring logs, mapping, and a determination of any leaks.

  • Regulatory Compliance (TCEQ / TRRP):

    • If no release is found under the Texas Risk Reduction Program (TRRP - 30 TAC 350) rules, prepare a report to support a Texas Commission on Environmental Quality (TCEQ) "No Further Action" (NFA) letter.

    • If a release is detected, develop a detailed Remedial Action Plan (RAP) within the 30-day Period of Performance (PoP) for submission to TCEQ, Civil Engineering (CE), and Contracting (CONS).

    • If required, perform environmental remediation (excavation, proper containerization/disposal of hydraulic fluid and contaminated soil, and clean backfill).
