The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an order to General Atomics (GA), San Diego, CA, under an existing Basic Ordering Agreement (BOA), N00019-26-G-1008 for the implementation of multiple Electromagnetic Aircraft Launch System (EMALS)/ Advanced Arresting Gear (AAG) Engineering Change Proposals (ECPs) including kit production and delivery of shipsets for CVN-78 and CVN-79. This effort entails all necessary tasks to procure, test, and integrate EMALS and AAG components required for installation on CVN 78 and CVN 79.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.  As the sole designer, developer, and manufacturer of EMALS and AAG, GA is the only responsible source with the technical expertise, technical data, and in-depth knowledge to fulfill the EMALS/AAG production requirements.  Award to another source would result in unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package nor sufficient license rights to the technical data to support a competitive procurement.

Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: Zachary.Baur@ga.com, or Phone: 619-715-7890.

The Naval Air Warfare Center Aircraft Division and Naval Air Systems Command, supporting PMA-290, intend to award a sole source SAIDIQ contract to Aviation Systems Engineering Company Inc for technical and engineering services for the Maritime Patrol and Reconnaissance Aircraft program, specifically focusing on the P-8A. The scope of work encompasses systems engineering, cybersecurity, program management, software development and integration, and fleet support. Key deliverables include the modernization of existing systems, the development of training materials, and the execution of laboratory, ground, and flight verification at Boeing and Navy test facilities. The contractor is also required to provide warehouse facilities for equipment storage and shipment, as well as aircraft modification facilities near NAS Jacksonville, Florida. Performance is expected to begin in the third quarter of fiscal year 2027, with a critical requirement to relocate existing materials within 30 days of award. Approximately 80 percent of the work will be performed at government sites, including Patuxent River, Maryland; Seattle and Oak Harbor, Washington; and Jacksonville, Florida, with the remaining 20 percent at contractor sites. A significant portion of the workforce must meet Navy Cyber Security Workforce qualifications, with specific certifications such as CCNA Security or CySA required for positions with privileged access. This action is being pursued under the authority of FAR 6.103-5 and DFARS 270.1 to incentivize contracting with employee-owned businesses.
