RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. 3.0 BACKGROUND

The Naval Air Command (NAVAIR) requires an upgrade the AN/SPN-50(V) Radars due to obsolescence issues. The procurement will be for one (1) Engineering Development Model (EMD) Shipboard Air Traffic Radar (SATR) asset. The EDM system is essential for environmental and qualification testing. This procurement will ensure we meet the production and delivery schedule need. This effort will require contractor support for the testing and installation.

4.0 REQUIRED CAPABILITIES

NAVAIR requires delivery of the EMD unit within 3 months to allow sufficient time to complete environmental and qualification testing within 36 months  as well as Contractor support for testing and installation of the EMD.   Specialized skills are required for the production effort to meet the stringent schedule to field future qualified  Shipboard Air Traffic Radar (SATR)s on Carrier, Heavier-than-air-aviation, Nuclear-Powered  (CVN), Landing Helicopter Dock (LHD), and Landing Helicopter Assault (LHA) ships by FY30. This EMD unit shall leverage current AN/SPN-50(V) systems because of similarity within units and similar system structure, as well as consistent theory of operation developed by the Original Equipment Manufacturer (OEM). This EMD unit is required to fit within the same footprint as the current AN/SPN-50(V) system and be 100 percent compatible with current interfaces to external systems.

The AN/SPN-50(V) includes integration of complex contractor developed software and hardware in conjunction with Government cooperation using organically developed algorithms for target processing. This system is specialized for operation with the AN/SYY-1 Display system, involving characterization of the system in their operational environment to ensure ship requirements are met.

The Original Equipment Manufacturer (OEM) is the sole AN/SPN-50(V) designer, developer and manufacturer.  The U.S. Navy did not procure the Technical Data Package (TDP) that would allow another source to produce the AN/SPN-50. Interested parties must include a detailed explanation of how they would complete the production requirements without a Government furnished TDP. Any responses must explain how they will meet delivery schedules.

5.0 INCUMBENT

The OEM is Saab Defense and Security, USA, LLC  5717 Enterprise Parkway, East Syracuse, NY 13057-2963.

6.0 ELIGIBILITY

All interested contractors must be registered in the System for Award Management government website at www.sam.gov to be eligible for award of Government contracts.
