26 APR 2021 edit: NGA previously posted that we would start processing FCLs for interested parties who intended to submit a Prime proposal on the CLOVER Acquisition. After exhausting all resources we are unable to complete these sponsorship packages at this time. Recent changes to rules and regulations prevent us from completing the paperwork at this time. As an update to the instructions released in the draft RFP, NGA intends to provide the following guidance, which will also be updated in the Final RFP. For Small Business Prime Offerors, the Small Business Prime must be granted and hold an FCL at time of award. For Joint Ventures, either MP-JVs, all small JVs, or any other type of JV; the Joint Venture itself or the Small Business Managing Partner must be granted and hold an FCL at time of award. Per 13 CFR part - 121.103(h)(4), NGA has determined that the Small Business Partner will perform the necessary security work and thus must hold the FCL, not any individual non-managing Partner. If at time of award, any selected Offeror does not hold an FCL, NGA will then sponsor the FCL of that Offeror. In this event all awards will be held until all Potential Awardees have completed the FCL process. If an Offeror is unable to gain the FCL at this time, then that Offeror will be determined to be un-awardable and will be removed from the Awardee Pool. -- 25 MAR 2021 edit: See attached Questions and Answers, batch 3 release, attached as - Clover DraftRFP_Q-A_Rd3release_24MAR.xlsx. Batch 3 comprises the final release of received questions. Duplicates have been deleted. Sections I and K will be released on or by the date of release of the Final RFP. Final RFP release is now planned for Q3FY21, with IDIQ award expected in Q1FY22. Please continue to monitor the opportunity on Beta.SAM and on the Unclassified ARC site for all updates. Questions, comments or suggestions in response to the published Q&As and attachments are received and reviewed by the Government, but will not elicit direct replies or subsequent Q&A capture. -- 23 FEB 2021 edit: See attached Questions and Answers, batch 2 release, attached as - Clover DraftRFP_Q-A_Rd2release_23FEB_LRapproved.xlsx. Batch 3 will be released on or around next Tuesday, 2 MAR 2021. See also J.18 Self Scoring Sheet draft, dated 23 FEB. Draft Sections I and K will also be released within the next few weeks - see announcements for all new releases. Questions, comments or suggestions in response to the published Q&As and attachments are appreciated by the Government, but will not elicit direct replies or subsequent Q&A capture. -- 17 FEB 2021 edit: Attachment corrected. See latest attachment, ending in "16FEB_LR1approvedv1.xlsx", instead. -- 16 FEB 2021 edit 2: ***The Government inadvertently included a draft tab that was not intended for the Q&A Rd 1 attachment upload. We apologize for the inconvenience this may have caused. The draft answers to submitted questions are to be disregarded. Only the final and approved answers, on Tab 2 ("Q&As to be answered"), will inform this procurement and any pending RFP updates. *** -- 16 FEB 2021 edit: See attached Questions and Answers, batch 1 release, attached as - Clover DraftRFP_Q-A_Rd1release_16FEB_LRr1approved.xlsx. Batch 2 will be released on or before next Tuesday, 23 FEB 2021. Revised attachments will also be released within the next few weeks - see announcements for all new releases. Any questions, comments or suggestions that were submitted after the 2 FEB deadline for Q&As were appreciated by the Government, but will not be included or addressed in Government responses. -- 8 FEB 2021 edit: The Government will release Questions and Answers on Tuesday, 16 FEB 2021, to provide appropriate due diligence and responses to the questions received up to 2 FEB. Please continue to follow the opportunity here and on the ARC. -- 5 FEB 2021 edit: Guidance regarding Facility Clearance requirements (FCLs) provided below, with response deadline for NGA sponsorship assistance. **If you are a small business and/or Joint Venture (JV) who needs a Facility Clearance (FCL) sponsorship in order to propose as a Prime offeror against the CLOVER opportunity, submit a PDF self-certification on Company or Joint Venture letterhead, respectively, to CloverPMO@nga.mil. This certification must include the following details: Sentence identifying your JV and comprising partners, or your small business intending to Prime Statement certifying you intend to propose against CLOVER as a prime vendor or as a JV CAGE code and DUNS number of your registered JV, where applicable - or, of your small business Prime Signatures from all partners comprising your JV, where applicable - or your small business Prime leadership Upon receipt of your complete self-certification letter, the Clover PMO will work with the Small Business office and DCSA to sponsor your needed FCL. Be aware that award of an FCL can take 4-6 months on average. With NGA's support to interested small businesses in meeting this FCL requirement, the CLOVER procurement will require a final FCL for Primes and JVs in order to make award to an IDIQ offeror selected for award. It is recommended that you start compiling the required paperwork to submit to DCSA to assist in the timely facilitation of your FCL. Letters are requested by 8AM ET on Monday, 15 FEB 2021.** ------- 22 JAN 2021 edit: See three (3) additional enclosures: Industry Day slides PDF, as presented on 19 JAN; Industry Day presentation video (MP4); and Attendee/Interested Parties list Excel, up-to-date as of this morning. NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
