Description of Requirement


1.0 BACKGROUND


Vandenberg Space Force Base requires maximum operational readiness for its fire apparatus and emergency response vehicle fleet through scheduled preventative maintenance checks and services strictly adhering to National Fire Protection Association (NFPA) standards. This requirement covers scheduled preventative maintenance and unscheduled "Over and Above" repairs for the Emergency Fire Response and Aircraft Rescue Fire-Fighting (ARFF) vehicle fleet to ensure life safety, structural fire protection, and flight line crash-rescue capabilities are never compromised.


2.0 EQUIPMENT & SERVICES REQUIRED


The Contractor shall execute scheduled preventative maintenance in accordance with original equipment manufacturer (OEM) manuals and NFPA standards (NFPA 1911, NFPA 414, NFPA 1901/1900). Work includes, but is not limited to:


  • Preventative Maintenance: Proper functionality checks of all major sub-systems and assemblies.
  • Fluid and Filter Management: Changing of all fluids and lubricants, and replacing all associated filters at scheduled intervals.
  • Brake and Tire Services: Tire replacement/rotation/balancing, alignment, and brake inspections/adjustments.
  • Electrical System Checks: Testing battery voltage, load management systems, optical warning devices, and sirens.
  • Fire Pump & Foam Systems: Full draft and performance tests (IAW NFPA 1911) and foam proportioning system calibration (compliance with mil-spec AFFF or fluorine-free requirements).
  • Over and Above (O&A) Work: Identification and execution of unprogrammed repairs.

3.0 MAINTENANCE AND RECOVERY

  • Following the conclusion of this mandatory 15-day posting period on 4 August 2026, the Government intends to directly solicit quotations from selected sources capable of meeting the requirement, in accordance with RFO 12.201-1(c)(2).
  • The Government does not intend to award a contract based on this presolicitation notice or to pay for the information solicited herein. This notice is issued solely for informational and planning purposes.
