Emergency Permit for Management of Hazardous Waste, Oxnard College, Oxnard, California

The California Department of Toxic Substances Control has issued an Emergency Permit to Oxnard College, located at 4000 S. Rose Avenue, Oxnard, California, for the management and stabilization of hazardous waste. The permit authorizes Clean Harbors Environmental Services to treat one 3-ounce container of Picric Acid and one 12-ounce container of Potassium through a controlled chemical reaction to reduce reactive and ignitable characteristics. This action is a safety precaution to prevent accidents or severe injuries and is conducted under the authority of the California Health and Safety Code, Chapter 6.5, and California Code of Regulations Title 22. The permit is effective from January 29, 2026, through April 1, 2026. All treatment activities must occur within a designated exclusion zone restricted to Clean Harbors technicians and must adhere to established safety standards. Following the expiration of the permit, Oxnard College is required to submit a signed final report within 10 business days. This report must certify that the treatment area has been cleared of all residual hazardous waste and that all generated waste was properly managed in accordance with Title 22, CCR Sec. 66270.11(d).
