Emergency Permit for Management of Hazardous Waste, University of California, Irvine, Environmental Health and Science, Irvine, California

The California Department of Toxic Substances Control has issued an Emergency Permit to the University of California, Irvine, for the management and chemical stabilization of hazardous waste. The permit authorizes the treatment of one 20-liter container and one 1-liter container of Tetrahydrofuran, which exhibit peroxide formation that poses a significant risk of fire or explosion. To mitigate these hazards, the waste must be stabilized through a controlled chemical reaction to reduce reactive or ignitable characteristics before being transported to an authorized disposal facility. This work will be performed by Clean Harbors Environmental Services at 4600 Health Sciences Road, Irvine, California, within a restricted exclusion zone accessible only to Clean Harbors technicians. The permit is effective from June 17, 2026, through September 14, 2026, and operates under the authority of California Code of Regulations Title 22, Division 4.5, Chapter 20, Sec. 66270.61. Following the expiration of the permit, the University of California, Irvine, must submit a final report within 10 business days. This report must be signed in accordance with Title 22, CCR Sec. 66270.11(d) and include certification that the treatment area has been cleared of all residual hazardous waste and that all generated waste has been properly managed.
