Emergency Replace Food Service Sewer Pipe

The Department of Justice, through the Federal Bureau of Prisons, has issued a firm-fixed-price award to Today Plumbing Services Corp for the emergency replacement of the food service sewer system at the Metropolitan Detention Center (MDC) Guaynabo in Puerto Rico. This mission-critical project involves the replacement of approximately 900 linear feet of collapsed sewer piping, consisting of 400 feet of main sewer pipe, 400 feet of grease interceptor sewer pipe, and 100 feet of pipe connecting the dishwasher to the grease interceptor. Additionally, the contractor is responsible for repairing the existing grease interceptor system to prevent sewer backflow and ensure the facility maintains safe, habitable, and sanitary conditions. Due to the catastrophic nature of the pipe failure and the resulting risks to inmate health and staff safety, this contract was awarded on a non-competitive basis under FAR Deviation 6.103-2 and 41 U.S.C. 3304(a)(2), citing unusual and compelling urgency. Today Plumbing Services Corp was selected as the sole source based on their ability to mobilize immediately. The estimated value of the contract is $500,000, with performance taking place at the MDC Guaynabo facility. The procurement was managed by the Field Acquisition Office, with Julie Bergami serving as the Principal Contracting Officer.
