The National Cancer Institute (NCI), a division of the National Institutes of Health (NIH), operates a digital image management and analysis platform known as NCI HALO, which is based on the Indica HALO software. This platform is designed to support researchers, collaborators, and NCI staff by providing secure data and image management, processing, and analysis capabilities for various types of digital images, including large slide image collections often containing personally identifiable information (PII). In 2023, after extensive market research, the NCI identified the open-source Digital Slide Archive (DSA) software, developed by Emory University, as a suitable solution for bulk de-identification needs. A contract was established with Emory to customize the DSA software, integrating new workflows that facilitate bulk de-identification into the HALO environment. The current contract titled "Emory DMAP Software Support for NCI," with solicitation number 75N98026Q00311, was posted on May 5, 2026, and has a response deadline of May 20, 2026. This effort seeks ongoing support to optimize the existing de-identification workflows, expand support for additional file types, and maintain the integration of the DSA software within the NCI HALO platform. The contracting agency is the NIH under the Department of Health and Human Services, with the place of performance in Maryland. The key contact for this opportunity is Moe Filali, who can be reached via email or phone as provided. This initiative is critical for ensuring secure and efficient handling of sensitive image data in cancer research collaborations.

Full Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), Office of the CIO (OCIO) maintains a digital image management and analysis platform based on the Indica HALO software. NCI HALO supports researchers, external collaborators, and relevant NCI staff with the tools, collaborative workspaces, security protocols, and data and image management capabilities needed to manage, process and analyze a diversity of image types. Frequently, Investigators need to bring in large slide image collections from outside collaborators, many of which contain PII. In 2023, extensive market research was conducted to identify an approach for bulk di-identification that could be seamlessly integrated into the NCI HALO environment. It was determined that the open source Digital Slide Archive software (DSA), developed by Emory University with funding from NCI, could be adapted to provide bulk de-identification capabilities. A contract was established with Emory to develop custom de-identification workflows and integrate the customized software into NCI’s HALO environment. Going forward, additional support is needed to optimize existing workflows, add capabilities to support new file types, and maintain the integration of DSA in the NCI HALO environment.
